This is non true.

Firstly, the voltage in the U.k. is officially 230v (single phase, domestic).

Secondly, the voltage in the U.s.a. is 120v (domestic).

120v is in no mode "safer" than 230v. A "rubber" voltage is considered to be less than 50v RMS (Ac) or 120v DC (ripple free). These voltages are known every bit "extra low voltages" & relate to "touch voltage limits".
