Method 1. Convert pictures to PDF using Files app
Since iOS 13, Apple introduced the Files app and it has become very useful. We can use it to access external storage, scan documents, compress files, convert files to PDF and so many more. We can use it to convert photos, image files, screenshots to PDF files easily. If the pictures are saved in the Photos app. Find and share it, then choose Save to Files, choose a folder to save it. Fire up the Files app on your iPhone, browse to the location where the photos, images are saved.
Long press on the image thumbnail to pop up the contextual menu and choose Create PDF from the bottom of this menu list. A PDF file with the same name will be created and saved to the same folder as the original image file in Files app on your iPhone.
Merge multiple photos into a single PDF file
If need, you can even use the Files app to combine two or more image files into one PDF file on your iPhone. Again share or copy the images files from other apps on your phone to the Files app. Then launch the Files app to find them. Tap the Select button at the top right corner, then choose the More button (three dots) at the bottom right corner to bring up the options at the lower section on your phone screen. Choose Create PDF. A PDF file with the same name will be created and saved to the same folder as the original photos in Files app on your iPhone.
Note that the PDF file size might be very large. So double check the file size in Files app before you send or transfer it to other people or devices.
